(AP Photo\/Jacquelyn Martin)<\/small><\/p>\n<p>2026-07-31T21:33:13Z<\/p>\n<p>WASHINGTON (AP) \u2014 Ukrainian President <span><a data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/hub\/volodymyr-zelenskyy\">Volodymyr Zelenskyy<\/a><\/span> has pitched President <span><a data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/hub\/donald-trump\">Donald Trump<\/a><\/span> and other American officials on helping Ukraine win permission from tech titan <span><a data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/hub\/elon-musk\">Elon Musk<\/a><\/span> to use his <span><a data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/video\/spacex-sends-28-starlink-satellites-into-orbit-during-night-time-launch-from-california-f044ecf84e474a5ca48b61a68eb23739\">Starlink satellite communications system<\/a><\/span> to guide strikes inside Russia.<\/p>\n<p>The push for expanded use of Starlink comes as Zelenskyy looks for alternate ways to mitigate the need for <span><a data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/russia-ukraine-war-drones-missiles-sweden-63efe7b5482de04a4fda9884f3bf7ebe\">U.S. Patriot air defense systems<\/a><\/span> to thwart the steady barrage of Russian missile and drone attacks on Ukrainian territory. The <span><a data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/iran-war-patriot-thaad-missile-defense-trump-feda2255d8adbfff797da8d3ac8e3033\">interceptors are in shorter supply<\/a><\/span> as the U.S. and Israeli war against Iran continues to rage, and Trump on Friday appeared to back away from a recent <span><a data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/nato-trump-iran-ukraine-turkey-d393e8ef6103e32c984c4337a82930b1\">commitment<\/a><\/span> to give Ukraine a license to produce them.<\/p>\n<p>Zelenskyy made the request directly to Trump in an Oval Office meeting this week during his whirlwind trip to Washington, according to one person familiar with the matter. He also told lawmakers later on Capitol Hill that he wanted Starlink to help with targeting inside Russia, according to a person in the room. Both officials spoke on the condition of anonymity to discuss the sensitive private discussions. Trump did not commit to Zelenskyy\u2019s request.<\/p>\n<h2>Zelenskyy has been pushing to expand Starlink use for weeks<\/h2>\n<p>Musk has allowed the Ukrainians to use Starlink inside their own territory, including in Ukrainian regions occupied by the Russians, but has restricted use of the satellite system inside Russia.<\/p>\n<p>Zelenskyy has been making the case for expanded use of Starlink with U.S. officials for at least several weeks. The White House, the Ukrainian Embassy in Washington and officials at SpaceX, which owns Starlink, did not immediately respond to requests for comment on Zelenskyy\u2019s request. Zelenskyy\u2019s efforts to get Musk\u2019s permission to use Starlink to help with Ukrainian attacks inside Russia was first reported by The Atlantic.<\/p>\n<p>Granting permission for an expanded use of Starlink could come with risk for Musk. The Associated Press reported in December that two NATO-nation intelligence services suspect Russia <span><a data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/russia-starlink-musk-ukraine-space-china-canada-c69c1fda5ffc93828712ab723e606a2c\">is developing a new anti-satellite weapon to target Musk\u2019s Starlink<\/a><\/span> constellation with destructive orbiting clouds of shrapnel. <\/p>\n<p>The intelligence findings were shown to the AP on condition that the services involved were not identified, and the news organization was not able to independently verify the findings\u2019 conclusions.<\/p>\n<p>Russia views Starlink as a grave threat, the findings indicate. The thousands of low-orbiting satellites have been pivotal for Ukraine\u2019s survival against <span><a data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/hub\/russia-ukraine\">Russia\u2019s full-scale invasion,<\/a><\/span> which began in February 2022.<\/p>\n<p>    <a><\/a><\/p>\n<p>    <!-- AP \"Read More\" embed (place mid-article) --><\/p>\n<p>  <button type=\"button\" aria-expanded=\"false\"><br \/>\n    Read More <span aria-hidden=\"true\"><\/span><br \/>\n  <\/button><\/p>\n<h2>Ukrainian leader also pitched US lawmakers during recent visit<\/h2>\n<p>Zelenskyy had traveled to Washington to attend <span><a data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/lindsey-graham-funeral-national-cathedral-5bdc4611c438c5392405975ec5836be8\">Sen. Lindsey Graham\u2019s memorial service<\/a><\/span> and used the visit to check in with Trump and allies on Capitol Hill.<\/p>\n<p>Zelenskyy visited the Capitol following <span><a data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/trump-zelenskyy-ukraine-laura-loomer-graham-funeral-fc0dc04777dc7a1d2a3fd88502e8365b\">his meeting with Trump<\/a><\/span> in the White House earlier in the day. Senators said the requests the Ukrainian president made were similar to what he had told them earlier in July during a meeting at the NATO summit in Turkey.<\/p>\n<p>\u201cThey need access to Starlink long term to make their longer-range and intermediate-range systems more accurate,\u201d said Sen. Mike Rounds, a Republican from South Dakota, who is a member of the Senate Armed Services Committee.<\/p>\n<p>\u201cThey prefer to be exactly on target, as opposed to, in the general area,\u201d Rounds said. \u201cHe made that pretty clear.\u201d<\/p>\n<p>Zelenskyy spoke with lawmakers late Tuesday evening ahead of a Senate vote on a punishing new Russia sanctions package, which advanced toward a final vote expected next week. <\/p>\n<p>Zelenskyy also reiterated Ukraine\u2019s need for more U.S. Patriots and the previously discussed licensing agreement so Ukraine could start producing the system in house, said Rounds, who was part of the delegation of U.S. lawmakers at the NATO conference in Ankara.<\/p>\n<p>\u201cThere was a consistency from what President Zelenskyy shared with us in Turkey two weeks ago to what he shared with us again once again, in terms of what their needs are,\u201d Rounds said. \u201cIt\u2019s pretty straightforward.\u201d<\/p>\n<h2>Trump appears to edge away from Patriots licensing commitment <\/h2>\n<p>But Trump <span><a data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/live\/trump-news-hamas-gaza-camp-david-updates-07-31-2026\">appeared to edge away<\/a><\/span> from the earlier commitment to give Ukraine a license to make <span><a data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/russia-ukraine-war-patriot-missile-system-explainer-b16125509161de8a7a3b4c38022534c7\">Patriots<\/a><\/span> for its military needs during a gathering of his <span><a data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/trump-meeting-cabinet-camp-david-636fac3178476031ab94916e701d3e14\">Cabinet at the presidential retreat<\/a><\/span> at Camp David, Maryland, on Friday.<\/p>\n<p>Trump <span><a data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/nato-trump-iran-ukraine-turkey-d393e8ef6103e32c984c4337a82930b1\">at the NATO summit<\/a><\/span> in Turkey declared \u201cwe\u2019ll give them the right to make Patriots\u201d to counter missile attacks from Russia in their <span><a data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/hub\/russia-ukraine\">more than four-year war<\/a><\/span>.<\/p>\n<p>The president told reporters on Friday that the licensing matter remains under discussion and said he hasn\u2019t made a decision on it.<\/p>\n<p>\u201cWe\u2019re talking about it. But it\u2019s a hard thing to give away that kind of technology,\u201d Trump said.<\/p>\n<p>Trump\u2019s relationship has improved with Zelenskyy as Ukraine has gained strength on the battlefield with Russia in recent months. And Zelenskyy has sought to portray that his war with Russia is connected to the U.S. and Israel\u2019s conflict with Iran. <\/p>\n<p>U.S. intelligence has shown that <span><a data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/russia-iran-military-cooperation-d982dd3faf78fbb17dfc8b9c1cb9dae7\">Tehran provided Russia with drones<\/a><\/span> to use against Ukraine. More recently, Russia <span><a data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/russia-iran-drones-shahed-war-israel-ukraine-840b4f885d99714bdb7813c0d56213cf\">has prepared to ship drones for Iran<\/a><\/span>, including upgraded versions of the technology that Tehran originally supplied to Moscow after its invasion of Ukraine, according to U.S. and European officials.<\/p>\n<p>Zelenskyy said ahead of this week\u2019s visit to Washington that he\u2019d share evidence with the United States that shows Russia is assisting Iran in targeting U.S. bases in the Middle East via satellite surveillance. <\/p>\n<p>Zelenskyy also has been making the case to the Trump administration that his country is well positioned to help the U.S. counter Iranian drone attacks on U.S. bases in the Middle East and Gulf allies\u2019 infrastructure.<\/p>\n<p>\u201cHe has been very emphatic they are going to provide more aid to us in unmanned warfare, aerial unmanned warfare, which has been so instrumental in Iran \u2014 his people have been there, they\u2019ve been providing technology and know-how \u2014 and they\u2019re ready, willing and able to do it in even greater magnitude,\u201d said Sen.
